Why is that baseless exactly? One could argue that due to the term limits imposed on presidents that this is precisely what generally happens, the president is a party puppet. Look at Obama, Bush, Clinton, Bush... Hell, look at what they're trying to do with Biden.
The rare occurrence where a president bucks the party (even slightly) doesn't disprove the rule. Just because Trump is willing to tweak his own party, doesn't mean modern presidents aren't still generally party puppets.
My point is that I agree with the idea of term limits, but we would have to also include some serious reforms on how much influence political parties have to make the term limit idea do what we want it to do, which is to create people who truly desire to be public servants for a brief period, then return to private life.
That's what was intended, and you're right you can't make a perfect system, that doesn't mean you shouldn't look for potential issues with solutions, either.
What term limits would do is put even more power in the party. Making the politicians temporary would just make them party puppets. In many cases they are already, but it would be formalized if term limits happen.
Some might say the democrats have remade their party, but I say this has just revealed their true intentions.
