Thanks VA! When I blew BELOW THE LEGAL LIMIT, I was convicted of reckless driving on two counts and they still attempted to give me a DUI. Lawyer stopped that from happening but VA still made me attend a freaking $2000 substance abuse program for 3 months (there were no illicit drugs on me or in the car or in my system), suspended my license for 6 months, and fined me thousands of dollars on top of legal fees. But you know, as the fuckface state trooper and VA court system told me this is all a "GRAY AREA" and up to interpretation.

As a former process server; there is no "refusing". If the process server wanted to, they could of documented the attempts of service, and the unwillingness of HRC/her representatives to comply with receipt of said papers (in some states that being a crime in of itself).
After usually three attempts, the process server can post the service and document it (depending on the state). This could include nailing the fucking papers to the door, recording it (on camera is best) and recording the individual/their representatives refusing service.
Once it is established the individual being served knows they are being served and you have verified their identify, they have been served (depending on state I assume as I didn't work in all 50 states).
I was top 10 percentile in service deliveries in my state when I was a process server. This is seemingly a dog and pony show just like every single other thing the Democrat Party does.
Usually process servers don't get involved until the sheriff has failed to serve the individual (not uncommon, they don't try very hard). Her attorney can't just say no to the action being filed, that's not how the system works, any "rebuffing" would be done in court or between attorneys after the individual was served the court papers. The act of an attorney "rebuffing" the service would in of itself mean HRC was in fact served and the attorney acknowledged it.
Unless this is all fake news from the Gabbard camp, or as some comments have stated, maybe HRC does really just get to exist as a god outside of justice. In that case maybe Gabbard should stay away from bench presses.
Speaking as a Virginian for the majority of my life. The Commonwealth has been totally compromised by gerrymandering, and our "Republicans" are and have been for over a decade, leftist plants.
Nothing shy of all out revolt can overturn the damage. It is sewn deep at every level of government of key counties. VA is the new CA, for fucks sake Amazon HQ is coming here. It's done, the people would be better suited to cut their losses and reorganize in other states to counterbalance the electoral control.
But those in power know people can't just up and leave en mass, so instead we watch with our dick in our hands and wonder what happened.
I have little tying me down here, aside from family, but that isn't keeping me in VA at this point, my wife and I are actively looking for employment in other states and are ready to leave at a moment notice. Just because I grew up here doesn't mean we have to accept our residency as law.
