I admittedly don't know the official definition of "high Crimes and Misdemeanors," but it has the word "crime" right in it. It sounds like felonies and serious misdemeanors.
They certainly planned this. They will drag it out, but even they don't want him removed since that would actually cause serious trouble. Instead, they voted on fundamentally flawed articles and will sit on them.

I think instituting a speedy trial provision is important. There is a reason that is included in the Constitution (Sixth Amendment). Something along the lines of the House being required to submit the articles within 30 days or the Senate will dismiss with prejudice. That allows for the House to get its paperwork in order but not purposefully delay like is happening.
This whole thing is so unprecedented that I don't think they have rules for this yet.
