"Whether" is irrelevant, the message is perfectly clear: EVERYBODY REQUEST A BALLOT-- which means, do the same process absentees do. He knew people would leap to the same conclusion OP did. If people have to fill out a form to receive a ballot, then "mail-in" voting is on a par with absentee ballot. This is not a policy statement; it's a Trump Tweet and it got the attention he wanted it to get. MSM were puzzled too.
