The census is used as an analytic to influence public money expenditures, and numerous other aspects, of American governmental policy. The American government which is elected by, and is supposed to be representing, the American citizens. There should be no question that the census be limited to only counting American citizens.

The SCOTUS has jurisdiction over two types of legal proceedings; those cases which fall under “original jurisdiction” as defined in Article III, Section 2 of the Constitution (with some additional cases allowed under the United States Code), and “appellate jurisdiction” which is when the SCOTUS can take on cases which are being appealed from various lower courts; both federal and State, in select circumstances. One of those circumstances is an appeal from a decision made by the highest court of a state, but certain requirements must be met. This link details this type of jurisdiction a bit, but will be a good jumping off point if you wish to learn more about the various jurisdictions over which the SCOTUS has authority.

And to answer your question the best I can based on my personal knowledge of both the law and current events, these various state cases MAY be taken up by the SCOTUS if the lower state cases have had final determinations made by the highest courts within the state, AND the SCOTUS chooses to take up the case. SCOTUS has discretion on what it chooses to hear, but the issues being raised (validity and legality of the elections being contested in the various states) are within their purview to address should they desire, once the lower case prerequisites have been satisfied. Since the court is currently sitting at 5 or 6 conservative justices, my best guess would that they do so because the law allows for such review, and the role of the vote in our country is being attacked, which means our system of political order is being attacked.
