In Pennsylvania, a recent legal decision requires officials to throw out mail-in ballots without counting them if voters do not return them in “secrecy envelopes”…

This is not an 'obscure law'. When I voted in the primary by mail (not in PA) the instructions made it abundantly clear, if you did not return the ballot in the security envelope then it would not be counted.

This is a simple case of following directions. Unfortunately for the Democrats, many of their voters are not very good at that.

This might be enough to off set the margin of cheating that the democrats are almost certainly going to do in the Philadelphia area.
