In short, Congressional Democrats made their support of the bill hang on a provision that required the appointment of an oversight "Special Council General" who's duty was to report directly to Congress. He would be appointed by the President, and approved by the Senate.

Normally, this isn't an issue. Oversight committees, chairs, and special councils are made all the time. The issue is this specific one would be empowered to any and all information, from any and all agencies and departments, for any and all reason. He is then empowered to report this information, or the refusal to provide it, to Congress, who would then act on it.

This is a big problem, because the wording does seem to be any agency, including Executive ones. (Maybe a more powerful Autist than I could look into this, to verify?) In short, this means Congress attempted to sneak in, intentional or not, a violation of the separation of powers. They were attempting to meddle in Executive Branch agencies. GEOTUS said "Nope" and shut it down, after signing it.

The Fed can print the money ("loans") but it is not legal for them to hand it out, only the Treasury can do that. So the Fed will print the money, the Treasury will hand it out and Blackrock (from iShares fame) will make sure it gets to where the Treasury has decided it has to go. So they are exaggerating but basically Trump can hand out the Fed's money where he sees fit. Or to be precise, people appointed by him can.

That article from yahoo implies its bad news for the the treasury to take over the federal reserve or have the federal reserve report to the treasury. And by signing this addendum, it can be used to pull in the federal reserve to the treasury dept. I am not sure how, but thats what I think op is mentioning. Other countries like India and Canada aren't even testing much because of shortage of tests.

Democrats wanted oversight of where funds go. But since the provisions go against Article II of the Constitution Trump can treat them as optional. Trump will decide will the money goes, and telling congress is optional.

Basically, Republicans let the Democrats put provisions in the bill knowing they go against the Constitution, and that Trump can and will ignore them.

If I'm understanding it right, congress basically said that the president has to do certain things. Except congress isn't allowed to do that. The separation of powers means that the only way congress could tell the executive how to operate is with a constitutional amendment.

Congress has literally no authority to order what they did in the law.

This is essentially as if California passed a law making guns illegal in Nevada.

All that happened is the inspector general who's supposed to provide oversight over business loans made by the Treasury can only say what Trump lets him say, this has nothing to do with specific allocations made by the bill for pork

Basically, The Democrats wrote a law in there that said tell us everything your doing with the money. But that's unconstitutional.. and trump said I'll follow that rule if I feel like following it.(the Democrats dont know what's in the constitution).....

No, this only effects the inspector general who was providing congressional oversight to the business loans made by the Treasury, any specific allocations made in the bill won't be effected by this

So my understanding of this is that Congress basically tried to put in two provisions that are mandating the executive do certain things... but congress has no authority to mandate that the executive do anything at all, it would require a constitutional amendment to do that.
