I believe all of our "noise" on the internet helps. There has to be so much stuff that we have no idea about, the government has to be careful how it's rolled out. Can you imagine if we got what we wanted tomorrow. We would all be enjoying our popcorn. But there would still be a huge part of the population that would be thrown in to utter chaos.
