I am in San Francisco and just saw a man walk by in nothing but a diaper and high heels

I am on a business trip. I told the people I'm meeting about this man, and they said they just "loved our vibrant culture". This was not some sarcastic comment. They think this person is just having fun. Guy was severely mentally ill, shit dripping down his legs, walking around delirious in a diaper. He has probably been raped.
