It's my opinion that Obama was also spying on Russian embassies. When he ousted all those ambassadors in Dec 2016, he said it was a punishment for their interference. Bullshit. He was clean-sweeping both the personnel and the actual buildings. Obama had very dirty reasons to blame the Russians for everything.
