I personally like the President is where the buck stops on foreign policy. Why do you think we give foreign countries money? To do what we want them to do, we meaning the POTUS. In every circumstance of aid, strings are attached. Its in the Presidents power to do so because the President is elected. Its not lobbying organizations that decide, because they are uncountable to the voters.
