Yes, if Mitch can't get Murkowski, Collins or Romney to back the subpoena.

Murkowski is a worm - see Kavanaugh hearings. Romney has a severe case of TDS. Collins - maybe, but probably not.

Graham was Mitch's best bet to back the threat of a subpoena.
