Joe is NOT a political opponent until he is nominated. Even if he was, there is zero statute making it illegal to investigate criminal probable cause on anyone. In fact, it is the presidents duty to do so UNDER statute. Misprision of felony requires anyone with knowledge of a crime to report it. So does the constitution for the executive branch.
