I think this is good advice -- too many people in all walks of life only hear about things when someone is unhappy. What's that old saying... "you can catch more flies with honey than with vinegar"? I don't know why anybody would want to catch flies in the first place, but nevertheless it's likely true!
Maybe call his office and say "Good job on this. Keep it coming."
I strongly suspect the reason he did this was the feedback from voters.
