An invading army is subject to the Geneva Convention but the helicopter gunships etc attacking civilians in the Manning hack videos were part of the Iraq Governing Authority so were the local government of the time so they can enforce Marshal Law and that is what happened. Be aware that the US Military has lawyers attached to every division and these lawyers sign off on every shot fired. Forget what you've heard, Bush can't be charged with war crimes.
