Probably the stupidest idea they have ever had. They suck at pretending to be conservative. They couldn't hope to blend in. People will sniff them out pretty quick, especially if they cover their faces. All it will take is a little questioning and they'll give themselves away. Anyone acting suspiciously should be prodded to see if they are genuine. Anyone starting trouble should be physically removed and handed over to the cops.
