How, in the name of all that's holy, does this background qualify a person to be chief editor for a military publication?

This person will not understand the articles she is editing. It's like putting a confirmed-non-math major as chief editor of a scientific publication. There will be references she will not recognize, and whole paragraphs that she glide past, without ever knowing what they mean.
