Why storm a courthouse when you can just lay siege to the city? Cut off communication, power, transportation and water. They'll sort themselves out in no-time. People handle blackouts and lack of food & water quite well in urban centers.

There was an extended power outage in my city some years back. Within 4 days, people were being attacked for their generators.
