Affirmative action originated in executive order 11246 from the desk of President Lyndon B. Johnson in 1965. Which was a follow on to prior EOs addressing equal opportunity in the context of employment.
The Johnson EO, among other things, required government contractors to "take affirmative action to ensure that applicants are employed, and that employees are treated during employment, without regard to their race, color, religion, sex or national origin."
The US Supreme Court would later uphold affirmative action preferences expanding the same into education and other quasi-government areas.
