That seems like it would create a random dusting effect, rather than a straight beam.

https://www.youtube.com/watch?v=kaiE_lzY84c In a ferrocell you get beams of light. If the earth is the magnet you would get big beams if the junk in the atmosphere was just right and the city lights illuminated it. That is what jumped in my head when I first looked at it.
