California had the most forward looking water system in the world back when Pat Brown was governor but that is no longer the case. The original design was in stages of development but the latter stages were never funded.

Instead, they fund other things... much of it is teachers retirement... Oh... did I mention, they are also 49th in the country for K-12 education.

from what I understand, this news story is complete nonsense.

As I read it, the 55 gallon limit is per person every day. And it starts in 2022. And the $1,000 fines are levied on the water providers, not the end consumer.

Was signed by Jerry Brown in 2018, not Newsom.

I could be wrong, but every source I've found online lays it out like I have.
