Let's redistrict the rest of the squad's districts too. How many non-citizen Muslim refugees are living in their districts.

It's never been about citizens. Slaves were counted as 3/5ths of a person from the original Constitution even though they were not citizens.

It's written in the constitution. Representatives are proportioned according to the population of the area. You'd have to change the Constitution.
