So if you have independent electric power and can run a HAM radio you can get basic internet access. Probably not enough bandwidth to run a good VPN but at least you could encrypt emails/SMS.

I think in any situation needing this kind of thing it will be important to have people outside the geographic area but within "friendly" territory to send messages to. That person's job will be to copy information to social media so news gets out about what's going on. So far the news (Fox included) aren't even reporting what's happening in VA so I would expect similar/worse. This person should be able to use TOR and post to 8Kun as that seems to be the only place not yet interfered with, and most internet news seems to start there and then spread to other places. 4chan is compromised, we saw that with the guy in NY and also with the "Kingdom of Xi" or whatever it was threads getting shut down.

There should also be more than one of this person, ideally I'd want about ten different people to try in case anyone is targeted. Ideally, no one in the pool should know who else is in that pool, for the same reason.

Upgrade the antennas. I had thought these were banned now, but I could be wrong. Basic kit.

Also download CHIRP and learn how to clone and program channel settings.

Above hasn't been updated in a while, but has good info. Basic SHTF operational advice for open radio comms... assuming you bought a Baofeng with dual band transceiver capabilities before the FCC banned their sale.

Note: HAM operators are often NOT your friend, and will hunt down rogue transmitters on their freqs. Getting a ham radio license isn't a bad idea to avoid that, but just know that many people know how to locate a signal pretty quickly by triangulation. Broadcasting info could also get you discovered pretty fast in a bad situation. Use caution and learn.

And go back to how protesters got info out to people pre-Internet: mini DV HD cameras with tapes smuggled out in underwear to someone who can edit/distribute. During Tiananmen Sq protests, they used fax machines. During Seattle WTO protests, you had bike scouts with walkie talkies and independent journalists with physical video equipment. People like Tim Pool and Andy Ngo who just film and report the facts will be key.

If you're out in the countryside though, stuff like this won't work because there's too much ground to cover and you'll need to be able to communicate and coordinate with neighbors. So you need a way to talk to the outside to let them know what's up AND a way to communicate even if cell is out or there is signal jamming and deliberate misinformation happening. That means private/encrypted comms.
