Does it matter?

The people were required to end their calls by disclaiming that the calls were paid for by the Bloomberg campaign.

Sounds like they said exactly what they needed to say.

They did not disclaim, however, that they were calling from behind bars.

Call centers never tell us where they call from, many get in trouble if they do.

On top of that it was through a vendor, not like his campaign purposely forced prisoners to make the calls

Through a third-party vendor...

Bloomberg is a crappy candidate but this is a shitty hit piece.

What am i missing that shows this is a bad thing?
