"They" are the DC swamp. The rest of the state is now ruled by "they."

Northern Virginia is basically a DC Suburb and shifts statewide elections blue.

Also, a large number of state senate races had independents who overlap Republicans running, and there were large amounts of absentee ballots for these same races.
