The city and county should bill the hoax caller(s) for the cost of wasted services.
Those fines are big, and very effective at quelling hoaxes.

Hmm... a rural MN county? Yeah, the MN part would probably warrant your sarcasm, but the rural part may make the county based enough to have little tolerance for this costly hoax.
It's a private liberal arts college. And well known as a leftie bastion of communism.
As O'Leary from 2011's The Guard says, "you have no one to blame but yourself."
That last statement was exactly the aim of the hoax.
