Either way, it's a YUGE mistake on their part. They believe they can use the same tactics they use in 3rd world countries on a regular basis. Virginia is already seeking methods to shut down all internet and phone signals. They believe this will bring any fight in us to a halt. What they don't realize is that we have already seen too many glimpses of what they have planned for us.
