Clearly a hate crime. Civil and criminal charges should be filed against the attackers, the school, and the police. Where the f was the bus driver?!

I'm not sure the bus driver could do much. If he laid a hand on the thrashing black kids then he'd be 100% guaranteed to be sued.

I'm not sure what the school could do about students like this, beyond locking them is zoo cages.

He could have called the police and at least yelled at the kids to stop. (Not sure who/if police were called.)

Juvenile detention would work if they were charged with a hate crime.
