A Christmas Story is almost certainly set in 1939. That was the year Snow White and Wizard of Oz merchandise would have been featured in toy stores. It was also the last year the Little Orphan Annie radio program was sponsored by Ovaltine. (Be sure to drink yours.) The boys' fathers may have fought in World War One, but they were home for twenty years by then.
