That is a seat stolen using "ranked choice." This guy got a lot fewer votes that the (R) he ran against, but since no one got a clear win (only a plurality) the election went to the second choice on the ballots (ranked choice) instead of a runoff. Since they couldn't put the same name 1st and 2nd choice, the guy who came in second won.

Hard to believe but true.
