A thumb print and mugshot should be required to receive a ballot. Count all ballots before looking at the votes. Report the totals which are then publicized online, TV, etc. Then count the votes and report the results. Investigate any discrepancies. Don't allow ballot boxes to be "found" in a closet or the trunk of someone's car.
