Our US Postal Service gave China preferential treatment and taxpayers also subsidized private American shipping carriers such as UPS and Fed Ex when shipping goods from China to the US.
Why? Payoffs called Lobbying.

The Americans bought the goods, the Chinese made the goods. Businesses like Bain Capital (Mitt Romney) specialized in transferring businesses from American soil to Chinese soil through private equity transactions and Non-Governmental Organizations (NGOs).
Everybody was into making money by going for cheap labor anywhere but in the US. South America, Taiwan, Viet Nam, etc. But China had investor money through the World Bank and attracted trillions of Dollars of investment capital for businesses. China grew. America shrank.
Geo Bush (Sr.) promoted the World Trade Organization (WTO) which is a global policing authority that gave China 'favored nation status' thereby affecting trade disputed in China's favor. Always in China's favor.
America almost folded and my yet still fold. We are somewhere well over $27 trillion in debt and $127 trillion in unfunded liabilities.
