Can somebody point me to the section of the Constitution where we as a nation are obligated to give unlimited foreign aid to other nations without asking questions?

The money was appropriated by Congress, with a deadline for its release to Ukraine. Under the law, the President could have taken action to delay or withhold the payment. He did not do that.

He questioned the reason for the appropriation, and got an answer he approved, so that the funds were released three weeks before the deadline.

There was no delay. Funds were not withheld.

The Constitution has nothing to do with this situation. It's a red herring.
