I learned from Galagher (watermelon smashing comedian) that congress was the opposite of progress so why isnt this a good thing?

They (Congress) are like a baby with a hammer. The mother doesn't know what the baby is going to do with the hammer, and the lord himself doesn't know. That is the trouble with Congress when they are in session.
