They should pay it back by becoming part of the armed forces. Make a law that the parents are responsible for default. Remove government funding all together.

College students are over the age of 18, and are therefore responsible for their own actions.

I am not opposed to a slide-scale tuition chart, based upon the expected career annual earnings. This will prompt more qualified people to enter careers like teaching and civil service positions.
