Loeffler is a classic RINO and Kemp's a traitor, no doubt about it. But even if (when) appointed, Loeffler would have to win the 2020 primary, and Collins might challenge her. Here's Breitbart's take:
"Collins told Politico last week that he would consider running for the Georgia Senate Republican primary in 2020 even if he were not appointed by Kemp, meaning that if Loeffler were appointed, she would face a difficult primary race soon after going into office."

Sorry if this is a stupid question... but if Collins is already a US Senator from GA, why would he be appointed to fill the seat of a different US Senator from GA? And why would he primary against this Loeffler character instead of staying in his current position? Am I missing something here?
Doug Collins is the U.S. House Representative for the 9th District of Georgia. He is not a U.S. Senator.
David Perdue is the other Senator.
