With an electronic tracker shouldn't they be able to send out cell phone alerts to nearby people that the Terrorist Threat Level has suddenly been escalated from Yellow to Red?

I think that assumes that authorities actually want to protect the public in Londonstan...They don't or they would have deported the scum instead of releasing him back into the public.
